Program Introduction
The Highland County Health Department Manufactured Home Park (MHP) Program regulates licensed manufactured home parks within the county. Sanitarians inspect parks for general maintenance and complicance as it relates to the MHP rules. Some areas observed during inspections are spacing requirements, maintainance of park roadways and lots, animals being kept under control, proper solid waste disposal, adequate waste water disposal facilities, proper signage as it relates to numbering of individual lots, surface water drainage, etc.
A manufactured home park is defined as any tract of land upon which 3 or more manufactured homes used for habitation are parked. All parcels of land meeting this description are, by definition, licensable manufactured home parks. If you are planning to start a MHP, you will need to contact the Highland County Health Department, the Ohio Department of Health’s Engineering / Plan Review Division, the Ohio Environmental Protection Agency, State Fire Marshall, and several other agencies.

The Ohio Department of Health's MHP Program website has updated forms and other information as it relates to the MHP. If a MHP operator wishes to expand or change the use of a MHP, the Ohio Department of Healths Engineering Division should be contacted to determine what steps would be needed in order to complete the proposed project.
The Ohio Manufactured Home Commission is responsible for the inspection of newly set homes. Please contact them PRIOR to any work being done on the lot - this applies to MHP as well as privately owned property.
